| Abstract: | Bulak Srikayangan merupakan sentra penghasil bawang merah terbesar di Kabupaten Kulon Progo, Provinsi Daerah Istimewa Yogyakarta. Keterlibatan petani kecil sebagai pelaku utama dalam rantai nilai tersebut perlu ditingkatkan. Tujuan penelitian adalah memetakan rantai nilai bawang merah, menganalisis inklusivitas petani, serta menyusun strategi dalam meningkatkan inklusivitas petani. Alat analisis yang digunakan adalah link methodology berupa peta rantai nilai dan prinsip model bisnis baru. Rantai nilai bawang merah yang dipetakan cukup kompleks, terdapat 8 kemungkinan alur distribusi bawang merah dari petani hingga ke konsumen akhir dengan 2 bentuk produk akhir berupa bawang merah mentah dan olahan bawang merah goreng. Petani bawang merah di Bulak Srikayangan memiliki nilai inklusivitas yang rendah pada prinsip akses yang adil terhadap layanan, inovasi inklusif, dan pengukuran hasil. Oleh karena itu, rekomendasi strategi untuk meningkatkan inklusivitas petani adalah komunikasi antar aktor lebih intensif, studi banding dan forum diskusi rutin untuk meningkatkan inovasi, menyusun pengukuran keberhasilan petani, dan melaksanakan evaluasi secara rutin. Bulak Srikayangan is the largest shallot-producing center in Kulon Progo Regency, Yogyakarta Special Region Province. The involvement of small farmers as the main actors in the value chain needs to be increased. The research aims to map the shallot value chain, analyze farmer inclusiveness, and develop strategies to improve farmer inclusiveness. The analytical tool used is link methodology in the form of a value chain map and new business model principles. The mapped shallot value chain is quite complex, there are 8 possible distribution channels for shallots from farmers to end consumers with 2 forms of final product in the form of raw shallots and processed fried shallots. Shallot farmers in Bulak Srikayangan have low inclusivity scores in principles of equitable access to services, inclusive innovation, and outcome measurement. Therefore, the recommended strategy to increase farmer inclusiveness is more intensive communication between actors, comparative studies and regular discussion forums to increase innovation, develop measurements of farmer success, and carry out regular evaluations. |
