Abstract: | Armada perikanan di Indonesia dinilai masih belum memenuhi persyaratan
dalam kelengkapan peralatan keselamatan. Padahal, tidak lengkapnya peralatan
keselamatan merupakan salah satu aspek yang dapat menyebabkan kecelakaan
fatal terhadap awak kapal, khususnya awak kapal perikanan. Penelitian ini
bertujuan untuk mendeskripsikan jenis dan fungsi peralatan keselamatan kapal
pada aturan standar kapal non konvensi Indonesia, serta membandingkan kondisi
sebenarnya keberadaan peralatan dan perlengkapan keselamatan sesuai dengan
aturan standar kapal non konvensi Indonesia pada kapal kelas 3B. Metode yang
digunakan dalam penelitian ini adalah studi pustaka dan observasi secara langsung
pada 30 kapal purse seine kelas 3B yang berlayar di WPP 572 dengan tonase di
atas 100 GT. Hasil penelitian menunjukkan bahwa terdapat lima belas ketentuan
mengenai peralatan keselamatan. Tingkat pemenuhan ketentuan peralatan
keselamatan standar kapal non konvensi masih rendah. Hanya tiga dari lima belas
ketentuan yang berhasil dipenuhi oleh kapal purse seine di PPS Nizam Zachman,
yakni ketentuan sampan sejumlah 25%, ketentuan pelampung penolong sejumlah
75%, dan ketentuan baju penolong sejumlah 50%. Fisheries fleets in Indonesia are considered to still do not meet the requirements for the completeness of safety equipment. In fact, incomplete safety equipment is one aspect that can cause fatal accidents to ship crews, especially fishing boat crews. This study aims to describe the types and functions of ship safety equipment in the standard rules of Indonesian non-conventional ships, as well as to find out the actual condition of the existence of safety equipments in accordance with the standard rules of Indonesian non-conventional vessels on class 3B vessels. The method used in this research is literature study and direct observation on class 3B fishing vessels sailing in WPP 572 with tonnage above 100 GT. The results of this study indicate that there are fifteen provisions regarding safety equipment. The level of compliance with non-conventional standard ship safety equipment regulations is still low. Only three of the fifteen conditions were successfully fulfilled by purse seine vessels at PPS Nizam Zachman, namely the provision for dinghy (25%), the provision of life buoys (75%), and the provision of life jackets (50%). |
