Abstract: Indonesia berada pada posisi kesembilan sebagai negara eksportir utama kertas dunia pada tahun 2019. Hal ini menunjukkan permintaan kertas Indonesia yang tinggi dipasar dunia. Oleh karena itu, kebijakan strategis untuk pengembangan industri kertas dalam menghadapi berbagai situasi ekonomi dunia di masa depan sangat diperlukan. Penelitian ini bertujuan untuk menganalisis kinerja ekspor kertas Indonesia pada periode 2009-2019, yaitu periode setelah krisis finansial dunia 2007-2008 dan sebelum pandemi Covid-19; dan periode 2019-2020, yaitu periode pandemi Covid-19. Kinerja ekspor dianalisis dengan menggunakan metode Constant Market Share (CMS). Hasil penelitian menunjukkan kinerja industri kertas Indonesia ini sangat baik dibandingkan rata-rata kinerja ekpor kertas dunia yang menurun 1,9% per tahun pada periode sebelum pandemi dan menurun 9,9% per tahun pada masa pandemi. Faktor efek pertumbuhan standar dan komposisi komoditas selalu bernilai negatif sepanjang periode penelitian. Faktor efek distribusi pasar dan daya saing selalu bernilai positif dalam periode yang sama.
Indonesia is in the ninth position as the world's main paper exporter in 2019. This shows the high demand for Indonesian paper in the world market. Therefore, a strategic policy for the development of the paper industry in the face of various future world economic situations is urgently needed. This study aims to analyze the performance of Indonesia's paper exports in the 2009-2019 period, namely the period after the 2007-2008 world financial crisis and before the Covid-19 pandemic; and the 2019-2020 period, namely the Covid-19 pandemic period. Export performance was analyzed using the Constant Market Share (CMS) method. The result show that the export performance of Indonesia paper industry was very good compare with average of world paper exports, which were declined by 1.9% and 9.9% for the same period, respectively. The effect of standard growth and commodity composition factor are always negative throughout the study period. The effect of market distribution and competitiveness factor are always positive in the same period.
