      Abstract
      Program pelayanan anak usia dini yang ada saat ini yaitu Pendidikan Anak Usia Dini (PAUD), seharusnya sudah dapat memberikan hasil yang optimal untuk proses tumbuh kembang anak Indonesia. Namun kenyataannya masih terdapat permasalahan pertumbuhan dan perkembangan anak yang masih tinggi. Oleh karena itu diperlukan pengkajian pelaksanaan program di lapangan yang dilanjutkan upaya optimalisasi pelaksanaannya. Tujuan dari penelitian ini adalah untuk mengidentifikasi keragaan PAUD dan kemampuan kader dalam penyelenggaraan PAUD. Penelitian ini dilakukan di 4 SPS dan 6 KB di 2 kecamatan di Kota Bogor. Dari 10 lembaga PAUD tersebut diambil sebanyak 124 anak (3-5 tahun) dan orangtua peserta PAUD/KB serta guru/pengelola PAUD. Instrumen pengamatan berupa kuesioner untuk anak, ibu/pengasuh utama dan pengelola PAUD. Hasil penelitian menunjukkan bahwa sarana dan prasarana yang dimiliki lembaga PAUD masih relatif sedang dan kurang. Orangtua siswa telah berpartisipasi dengan baik di sekolah. Tingkat pendidikan guru PAUD minimal SMA dan kompetensi sebagian besar guru tergolong baik. Ketersediaan beberapa fasilitas yang mencirikan PAUD menerapkan pendekatan holistik integratif sudah cukup memadai.
       
      Recently, services of early childhood program i.e. early childhood education (ECE) might bring Indonesian children for optimal growth and development. Some problems exist, therefore it needs to study on going program continued by optimalization effort. This study aims to identify ECE performance as well as teacher competencies in managing ECE institution. This study conducted at 10 ECE institutions in two sub districs in Bogor city involved 124 children aged 3-5 years, their parents, and ECE teachers/managers. Questionares were developed to assess children growth anddevelopment, parents psychosocial stimulation and ECE teacher competencies. The result showed that ECE facilities still below the standard. The parents had well participated in the ECE institutions. Generally, education background of ECE teachers are senior high school and had good comopetencies. Availability of ECE facilities in applying holistic integrative approach had relatively appropriate.
