Abstract
Indonesia has abundant natural resources especially marine resources. Since it includes an open access natural resources there is potency for overexploitation. This paper will discuss how to take benefit and manage the fisheries resources for sustainable and equitable resource sharing in the era of regional autonomy. The research was conducted in Bali Strait using bioeconomic model. The level of effort in open access was higher than MSY and MEY effort. However the catch rate at the open access was lower than its MSY and MEY rate. To prevent the overfishing, the most appropriate policy is by performing limited entry the number of fishing fleet.
