Indonesia’s beef consumption tends to increase with the population increase and awareness of the importance of animal protein. The increase rate of beef demand is not followed by the increase in national beef production causing the government to import live cattle. One of the important policy stated by the Ministry of Agriculture is the beef self-sufficiency based on domestic resources. Cattle breeding and fattening is a potential business to meet national beef self-sufficiency and are expected to reduce dependency on imported live cattle and beef products. The purpose of the research are : to analyze business feasibility both from non-financial and financial aspects of cattle breeding and fattening on a large-scale and household scale, to analyze the sensitivity of these business due to changing in the factors that can affect the benefits and costs, and to analyze the risk level of these business. The method used is financial feasibility approach to obtain NPV, IRR, Net B/C, and Payback Period. The risk level faced by each actor obtained by switching value and calculation of risk based on scenario analysis. The results showed that cattle fattening business by PT Lembu Jantan Perkasa is feasible on investment criteria basis while beef breeding is not. This is caused by the huge investment that can not be covered by revenue from breeding as high risk factor of production. Contrary to PT Lembu Jantan Perkasa, household’s fattening and breeding is feasible even though the revenue is relatively small.
