This study intends to analyze: (i) the status of sustainability, (ii) prioritization or. river basin organization and (iii) appropriate models for sustainable development by soft and hard system methodology approach (SSM and HSM). The SSM analysis is based on questionnaires of expert choice. For goal (i), the analysis used the descriptive analysis of secondary data on water quality, catchment area degradation and land subsidence as well as Multi Dimensional Scaling (MDS) Model. For goal (ii) and (iii), the analysis had applied the Analytical Hierarchy Process (AHP) and System Dynamic Model respectively. Results indicated the unsustainable environmental condition of basin. Whereas, AHP results show that Perum jasa Tirta (PJT) is scored highest to take the role of river basin organization. The scenarios of responsibility of PJT JI were analyzed by an indicator on cost recovery. Most appropriate seems to be the scenario where in PJT 1J is responsible for only the reservoir and conveyance infrastructure management The study recommends the application of three models, i.e. institution, management and finance, to ensure sustainability of river basin development in future. Strongly recommended is the establishment of a coordinating board on water resources management concerned with coordination and integration management.
