Abstract

This research was conducted with system approach whidl aim to identify !he main components that important to cocoa-based agro-induslrial development strategy. Factors. actors. and goals of cocoa-based agro-industrial development strategy in /ndo/Iesia were analyzed using Process Hierarchy Analytic (PHA). The resulls showed that main goals of cocoa-based agro-industrial development were commodity added value crealion, cocoa product compelilWeness impro~nl. working opportunity creation, cocoa farmer irtcome improvement, and regional ..wme improvement. To make these goals achieved. key elements thai must b(> considered were market prospect, raw material continu~y. skdl-full human resources support. and technology access: key actors that involved were farmers who jom the farmer's cooperation. professional rmmagement of agro-industry. fund'ng institution. and local government.
