      Abstract
      The Management of coastal region and oceanic become pre-eminent sector in developing national economy. Policy capable to shade all policies of territorial water laid of space can synergy with development and welfare his society. The aims this research are: Analyzing economic benefit value of waste management coastal region; the management of steel industrial waste pursuant to resident activitYt industrial, and social impact; -the determination of steel waste management with made model is of problem solving of resident sub model, coastal, and industrial waste. The methods used in this research are: remodeling in management of waste constructively SPSS15 software, method of AHP Cdplus3.O, method of ISM VAXD, and dynamic modeling. Result of this research is obtained by management of waste pursuant to resident activity is 42.846.944 souls, industrial activity is 74 industries broadly industrial area farm 1.500 ha, and social impact him is 36.662 souls. Selection priority in asphodeUs obtained by result of calculation of weight importance focus variable to target variable. While the result of calculation weight important actor variable to alternative variable. The determination of parameter locks policies of steel industrial waste management for maintaining the sustainability of coastal region Krakatau Industrial Estate Cilegon. The model development as scenario in management of steel industrial waste using dynamic modeling system approach with powersim program especially for making the model with model structure at resident sub-model, coastal sub-model and industrial waste sub-model.
