dc.description.abstractTobelo as a center of government and economy, has the potential and trigger growth for the development of civil society groups, especially groups of fishermen in North Halmahera. This is the main attraction of researchers to examine or investigate the phenomenon. This study aims to: 1) identify the characteristics and the role of fishermen's groups, 2) evaluate the potential and problems of fishermen and 3) formulate strategies to strength institutional group of fishermen. This research was conducted from June to November of 2009 in Tobelo North Halmahera District. This research was conducted with a participatory approach using Focus Groups Discussion (FGD) with 3 groups of fishermen: Karunia, Nustalenta, and Emmanuel. Three groups were purposively selected thought purposive sampling. Based arsif groups and FGD results obtained information that the characteristics of groups of fishermen in the district of Tobelo strongly influenced by socio-economic conditions of society. Groups of fishermen in the district of Tobelo have a role in various spheres of life scale, although still a member of the group and has not been formally institutionalized. Roles include economic, social, religious, political, security and technical education. Groups of fishermen in the district of Tobelo had 10 and 15 potential issues that reflect the strengths, weaknesses, opportunities and threats to the group. The high motivation and work ethic administrators group into power factor with the most potential for increasing productivity of the group and supported by a number of opportunities for programs based on institutional empowerment. Problem of lack of knowledge and organizational skills a factor weaknesses that greatly affect the sustainability of the group and obscurity rules fishing gear and fishing areas that can pose a threat down passion and productivity of fishermen in the district of Tobelo. The strength effort and increased productivity of fishermen in the district of Tobelo group there are 12 alternative strategies. There are four priority strategies to be implemented, including: improved communication systems, means of groups working paper, documentation and publishing and making the group a legal entity.en
