Kajian dinamika wilayah untuk kebijakan perubahan batas administrasi kota/kabupaten (studi kasus peraturan pemerintah nomor 84 tahun 1999 tentang perubahan batas wilayah kota Bukittinggi dan kabupaten Agam)

Abstract

The availibility of space in the city can not match to the space demand for housing and developments. This happened to Bukittinggi in the recent years. Government Regulation No. 84 Year 1999 about Boundary Changing of Bukittinggi and Agam Regencies is aimed to answer the space demand for Bukittinggi. However, after the decree was issued Agam local legislative rejected the decree This movement raised the conflict among interested stakeholders. Based on above facts, this research tried to solve the conflict in space demand competitions by raising several scenarios. The scenarios were generated from land use change dynamic model and conflict resolutions scenarios Base on the land use dynamic models of Bukittinggi showed that Bukittinggi can be classified into Under Bounded City (UBC) and in 2033 the remaining agriculture land was projected to be converted into urban space. Using these findings, conflict resolution study offered three scenarios in answering space demand for Bukittinggi. The scenarios are (1) administration boundary changing policy implementation scenario, (2) administration boundary changing policy as policy without implementation and action scenario, and (3) administration boundary changing policy cancellation scenario. Further analysis and study of the advantages and the disadvantages for each scenario revealed that Scenario 1 (Regional Extension Policy Implementation Scenario) was more appropriate compare to others.
