Research on design and production of opacity meter is based on observation and field experiences where opacity meter used in Indonesia is always produced abroad although such kind of instrument can be classified as a simple instrument. Opacity meter is an instrument to monitor opacity of waste gases emitted from industrial stack. Opacity is a parameter of waste gas obligatory to be monitored according to Decree of State Minister of Environment (KEP-13/MENLH/3/1995 on Emission Standard for Stationary Sources and KEP- 129/MENLH/2003 on Emission Standard for Oil and Gas Industry). Design and production of "Opacity Meter - Made in Indonesia" is intended to substitute partially opacity meter imported from abroad. Therefore, design, production and development of this instrument, as well as development of calibration system is an important research project. If the designed instrument can be well calibrated by Indonesian authority, then this instrument can be implemented as valid measurement instrument. The objectives of the research are to design opacity meter based on local raw material; to produce prototype of opacity meter and to run field performance test in the framework of environmental monitoring activity; and, to develop and to do pioneering work on development of calibration system for opacity meter. Production process of opacity meter involved micro and local scale workshops such as offset workshop, welding workshop, wood product processing workshop, lens production workshop, building material shop, handicraft accessories shop, and synthetic rubber product processing workshop. At the end of research period today "Opacity Meter - Made in Indonesia" has been produced and showed a good performance. The instrument has also been introduced to a number of environmental monitoring institutions in Indonesia.en
