Pola Komunikasi Pembangunan dan Kebijakan Publik
Abstract
Development is inherently an effort to equitably and proportionately improve the living standards of the people. Such developments must be carried out in ways that reduce poverty in order to fulfil the basic needs: clothing, sufficient food and housing as well as to guarantee the citizens security from fear. Accordingly, it is the responsibility of every government to create employment opportunity so they may live a life of appropriate standard, provide healthcare, guarantee its youth access to high-quality education, and protect its citizens so they may participate in social and economic activities. The ultimate end of a development is the prosperity of the people as a whole; that is the emergence of a thriving and fair society as contemplated under the Indonesian 1945 Constitution (Undang-Undang Dasar 1945). Developing countries like Indonesia’s measures of developments include: a rapid, sustained and far-reaching economic growth; low poverty rate, low unemployment along with low infant and maternal mortality rate. Other indicators include minimum socio-economic gap between the rich and the poor, a high number of citizens attaining formal education, low illiteracy rate, a sense of security, and an transparent national information system so that every citizen understands his rights and duties. A comprehensive development’s indicator is the Human Development Index (HDI). A prerequisite to reaching a high HDI is a transparent information system created through an effective communication system developed by the government. Through such transparent communication system every public policy taken by the government is observed by its citizens. Consequently, communication plays a pivotal role in obtaining a high HDI, which subsequently serves as an essential factor when determining the success of the country’s development. In a modern democratic state, there are three vital and interrelated institutions. The executive, legislative and judicative all have different functions that nonetheless complement one another. The legislative enacts legislations so developments go according to the law. The executive executes development while the judicative upholds the rules of law in the development process. In order for development to go well, there must be an effective communication pattern. We hitherto are still plagued by long legislative, executive, and judicative bureaucracies that stretch from the centre to the regions; implementation of regional policies and other difficult-to-control factors. We need to design a development communication pattern through various model and media in order to impact positively on society. Under such conditions there arises the need for a strategic planning to develop an effective communication.
