Pilihan Organisasi Pemanfaatan Sumberdaya Alam & Ekosistem Di Taman Hutan Raya Sutan Syarif Hasyim, Provinsi Riau

Abstract

The management of Tahura Sutan Syarif Hasim (Tahura SSH), Riau Province has not fully met the expectations mandated in Regional Regulation Number 5 of 2015 concerning the management of Tahura SSH and Indonesian National Standard number 8515 concerning the management of grand forest parks. This is demonstrated by the fact of the massive occupation of land used by the community, of the total area of Tahura SSH 6,172 ha, around 70% has experienced severe damage, most of which has been converted as oil palm plantations. Currently, Tahura SSH still has a representative lowland tropical rain forest in Sumatra covering an area of approximately 2,087 ha with relatively high biodiversity compared to the surrounding landscape. Based on content analysis of regulation and expectation of local government, the choice of partner organization for utilizing natural resources and ecosystems in Tahura SSH by BUMD, is the best choice with the prerequisite that BUMD is given the authority to manage the entire Utilization Block and can functionally develop business potential in other blocks. The presence of BUMD will strengthen the business vision in managing Tahura SSH, as well as accommodate the "site plan" and "detailed engineering design" (DED) which have been prepared in sustainable business model. Handing over the utilization of natural resources and ecosystems in utilization block of Tahura SSH by BUMD is a breakthrough in the current licensing and administrative regime towards a hybrid organization that integrates professional business elements from business-public organizations without ignoring the function of Tahura as nature conservation area.
