DAYA SAING KOMPETITIF KEDELAI: PENDEKATAN POLICY ANALYSIS MATRIX (PAM) (KASUS DI KABUPATEN LAMONGAN, PROVINSI JAWA TIMUR)

Abstract

Soy is one of the five main food commodities as rice, maize, sugar and beef. Fulfillment of soybeans through imports reached 1.6 million tons or 72,72 percent and domestic production of 800 thousand tons or 27, 28 percent. To make the domestic soybean soybean import substitution as a need to review how the competitiveness of domestic soybeans soybean against imports. The purpose of this research is to analyse the competitiveness of soybean competitive by calculating the financial profit of farming. This research using methods of Policy Analysis Matrix (PAM), by measuring the competitive advantage on the price level and the existing technology. Lamongan is selected as a research location because the area is the third-biggest soybean production center in East Java. Then to measure the status of the competitiveness of farming system on the level of prices and the current technologies (actual) or competitive advantage can see the value of PCR (Private Cost Ratio). The value of private pcr ( cost ratio ) constitutes an indicator of a competitive advantage and it represents the ability system for paying for the cost of domestic resources and remain competitive at a price of private.Based on the results of the analysis obtained the value of as much as 1,01 pcr or pcr & gt; 1 it means there is no competitive advantage on soybean products with financial benefit of the farming business soy as much as Rp - 116.699 / ha per growing seasons.
