      Abstract
      Industrial development in Indonesia, cause negative impact on environment, such as water pollution. One way to overcome this problem is by developing wastewater treatment plant (WWTP). However not all industries have WWTP, for instance is PT. L in Jakarta. The research objectives were to analyze and identify PT. L wastewater characteristic, to design PT. L’s WWTP with attached growth process. The method used was based on SNI of wastewater analyzing, Regulation of Minister of the Environment Number 03/2010, and DKI Jakarta’s Governor Regulation Number 582/2005. Result of the analysis showed TSS, NH3, BOD, and COD exceeded the threshold and the units that is used is equalization tank, bar screen, grit chamber, primary sedimentation, rotating biological contactor (RBC), clarifier, disinfection, sludge thickener, and sludge digester. Attached growth process which was chosen was RBC because it could remove more BOD’s concentration into 15 mg/L. RBC would have four stages with four train. RBC medium that was used was polyethylene with 37% submergence and hydraulic retention time was 16 hours. The others parameters, TSS, NH3, and COD’s concentration also remove as well as BOD.
