      Abstract
      Rice is the main staple food for Indonesians. Continued Increase in rice demand in Indonesia is heavily related to the country population growth. The use of hybrid paddy seed may increase rice production per hectare by 15 to 25 percents higher than that of non-hybrid varieties. Objectives of the research were: 1) to identify consumers’ preference of several type of paddy seed varieties, 2) to analyze a development path of quality hybrid rice seed varieties using a Quality Function Development (QFD) method, and 3) to calculate price sensitivity of hybrid paddy seeds. This research was conducted from April to September 2011. Primary data was collected from 60 respondents, as farmers in West Java districts and hybrid paddy breeders in Indonesian Rice Research in Sukamandi. Results of this study indicated that for some attributes, quality position of hybrid paddy seeds was lower than that of inbred paddy of Ciherang variety. Most farmers expressed that their willingness to pay for hybrid paddy seeds were between Rp. 29.000,- ̶ Rp. 35.000,- per kg. This study suggested that 1) hybrid paddy breeders could use HOQ matrix to develop hybrid paddy varieties, 2) these breeders needed to generate hybrid paddy varieties that can satisfy consumer’s needs, 3) hybrid paddy seeds should be marketed in the range of prices that acceptable to farmers, and 4) important topics of further research on this issue were development of section matrix, process planning matrix, and production planning matrix.
