Bureaucratic reforms undertaken by the Ministry of Finance has implications for several changes, including the use of the principles of Good Corporate Governance. One of the efforts made by the ministry to use the principles of Good Corporate Governance is implemented Key Performance Indikators program. The purpose of the application of KPI is to measure performance in the Ministry of Finance. Budget and Treasury Training Center is one of the institutions that are units of the Ministry of Finance with the achievement of KPI that has not been fully achieved at 100% in 2011. The purpose of this study was: (1) Identify employee perceptions of the competency in Budget and Treasury Training Center, (2) identify employee perceptions of the performance in Budget and Treasury Training Center, (3) analyze the effect of competency on employee performance in Budget and Treasury Training Center, (4) Formulating strategic initiative to enhancing performance through employee competency in Budget and Treasury Training Center. Based on the results of processing using SmartPLS, identified that competence is influenced by self concept (0,59), motivation (0,25), personal characteristics (0,16) and knowledge (0,10), while the performance is reflected by the internal faktors of employees (0,86), organization's internal environment (0,83) and external environment (0,32). The self concept had the highest impact on employee competencies and internal factors of employees is the biggest reflection of employee performance. Competence affect employee performance in Budget and Treasury Training Center positively with the coefficient 0.75 with R-square of 0.5567. Based on the results of treatment using Eisenhower matrix, in quadrant 1 (urgent and important) that need to be done by the Budget and Treasury Training Center is increased confidence and responsibility of employees as part of an effort to improve performance through competency. The results can be achieved by increasing employee responsibility in completing tasks and increase employee skills to solve and resolve the problem.
