Abstract

An attempt to use community empowerment approach in introduction silage technology as alternative to sustainable forage availability in KPSBU Lembang have been done through serial of training activities. The trainings were aimed to improve farmer knowledge and skill on type of forage and their quality, forage cultivation, forage preservation and silage quality evaluation. The farmers were also involved in empowerment evaluation to describe the impact of empowerment process. Empowerment program were based on Bartle (2009) principal, while effectivity of empowerment worker were evaluated through development of logical framework system based on National Management Consultant (2009) criteria on empowerment process. The program was also accompanied by field worker and formation of farmer group. The results showed that there were an improvement in farmer confidential which were shown by their ability to express themselves and improve their knowledge through group discussion. Although the program were designed and done based on community empowerment approach, however, the independency of the farmer were not fully achieved. There were an significant improvement of several empowerment components such as participation, service provided by empowerment worker, formation of farmer group, availability of silage information, however, several others components were still need to be improved. There were still some problem in empowering the farmer to adopt silage total mixed ration (TMR) technology such as the dominant position of leader in making a decission. There is a need to intensify the empowerment vertically and horizontally so that farmer could adopt the technology sustainably. Providing of silo at the early stage of adoption are also necessary.
