      Abstract
      Usaha mikro dan kecil pada dasarnya merupakan sebagai salah satu penggerak perekonomian daerah yang mampu memproduksi barang dan jasa yang menggunakan bahan baku utama yang berbasis pada pendayagunaan sumberdaya alam, bakat, dan karya seni tradisional dari daerah setempat. Dalam arah pengembangan usaha mikro dan kecil sebagai penggerak perekonomian daerah (Departemen Perindustrian dan Perdagangan, 2002), ditetapkan bahwa lingkup komoditas prioritas yang menempati peringkat pertama adalah usaha makanan ringan, melampai usaha lainnya seperti usaha sutera alam, usaha penyamakan kulit, usaha minyak sawit, usaha pupuk (alam dan organik), usaha garam, usaha genteng, usaha alsintani dan pandai besi, usaha kapal ≤ 100 GT, usaha motorisasi kapal nelayan, usaha alat pertanian tradisional, usaha tenun tradisioal, usaha perhiasan, dan usaha anyaman.
       
      Competitiveness of Micro and Small Enterprises (MSE) depends on total business performance. Those performance could be managed effectively and efficiently if it was supported by an optimal performance evaluation process, that was consisted of measurement and improvement model. The performance evaluation model was developed through strategic management system approach, where experts knowledge were acquired by brainstorming and in depth interview methods. Some of technique utilized were validity and reliability test, Ordered Weighted Averaging (OWA) Operators, Fuzzy Analytic Hierarchy Process, Balanced Score card (BSC), Quality Function Deployment (QFD), and Neural Network.
