Abstract

Indonesia welfare degree based on the Human Development Index figures show the community development process must conducted continuously. The most important elements in the successful achievement of community development in addition to elements of natural capital, technology, institutional, human capital is element of social capital such as mutual trust among community members, social empathy, social cohesion, social awareness, and collective cooperation. The strengthening of social capital needed include in practice, community development requires a facilitator who serves as an analyst issues, supervising the group, coach, innovator, and liaison. The principles of operation are (1) working group, (2) continuity, (3) self-reliance, (4) unity of target audiences, (5) growth of mutual trust, and (6) the principle of continuous learning.
