Strategi Peningkatan Daya Saing Industri Gula di Jawa

Abstract

Currently and in the future, the sugar cane industry in Java will face the threat of global market. Since 1993, large amount of the sugar cane industry in Java has decreased, interm of area and its productivity. This overall condition is directly weakened the competitiveness of sugar industry in Java. This competitiveness reduction problem requires serious attention from all stakeholders, because 47 out of 60 sugar factories in Indonesia are located in Java. These factories reserve a huge manpower as well as the assets that need to be empowered optimally. The purpose of this research is to arrange a competitive strategy which is appropriate to be implemented by the sugar industry in Java. This research was carried out using the method of Analytical Hierarchy Process. The selected experts are taken from sugar entrepreneurs in Java, Indonesian Sugar Association, Centre for Sugar Plantation Research at Pasuruan, and National Sugar Board (government). The result analyses towards the main priority indicates that the most appropriate strategy to be implemented is improvement of efficiency. The main factor that gives large contribution toward the competitiveness is the cost of sugar production. Company management and the central government are leading actors in this business. Maximization of profit is the main goal to be achieved by the actors in accordance with the competitiveness improvement of sugar cane industry in Java.
