The population growth without being followed by the rising in the living standard will cause a great competition and conflict due to the water quality and water shortage problems. Land exploitation would cause a bad impact towards the natural habitats and environments. The catchment ecosystem has a major role in avoiding natural disasters such as floods and droughts. Catchments' conservation is required to reduce these risks (floods, erosion, sedimentation, drought, etc). The catchment and climate change will have a major impact towards water flows. Events such as the uncontrol forest tree cutting, the changes in land usage may cause erosion, sedimentation, flood, and drought. This would make the constructed hydrological structures not to function as they required. In order to observe these catchment characteristic change, a combined hydrological model with CfS is implemented. Digital Map, DEM, and hydrologicaldata, andcatchmentcharacteristicsare required t o implement this methodology. The combined hydrological and hydraulic model has been applied to approximate the amount of floods in Jakarta which comes from Ciliwungcatchments in different rainy period. By simulating the combined model, one can predict the flood occurrence which then can plan a flood counter measure which minimizes the flood impact.
