      Abstract
      Pembangunan infrastruktur berperan strategis dalam meningkatkan pertumbuhan ekonomi. Sektor konstruksi sebagai tulang punggung pembangunan infrastruktur berkontribusi signifikan terhadap PDB Indonesia. Namun, pandemi Covid-19 menurunkan permintaan dan daya beli konsumen. Order book WIKA menurun hingga 2022, padahal tiga kompetitor utama telah menunjukkan perbaikan kinerja. Operating profit margin juga terus menyusut sejak 2019, menunjukkan adanya inefisiensi operasional. Penelitian ini bertujuan mengidentifikasi aktivitas operasional, menganalisis kendala yang dihadapi, dan merumuskan implikasi manajerial untuk mengatasi kendala. Hasil penelitian menunjukkan tiga kendala utama, yaitu perubahan lingkup kerja tanpa penyesuaian kontrak menimbulkan pembengkakan biaya dan piutang yang tidak dapat diklaim, desain organisasi belum selaras dengan dinamika pasar, serta pengelolaan SDM belum menjawab tujuan strategis perusahaan. WIKA disarankan beralih dari jasa konstruksi ke manajemen konstruksi dengan memitigasi risiko yang berpotensi muncul dan mewajibkan adendum kontrak untuk setiap perubahan lingkup pekerjaan melalui contract change order (CCO).
       
      Infrastructure development plays a strategic role in enhancing economic growth. The construction sector, as the backbone of infrastructure development, significantly contributes to Indonesia’s GDP. However, Covid-19 pandemic reduced demand and consumer purchasing power. WIKA’s order book decreased until 2022, while three main competitors showed improvement. WIKA’s operating profit margin has also been shrinking since 2019, indicating operational inefficiency. This study aims to identify operational activities, analyze constraints, and provide managerial implications. The research highlights three main constraints: scope changes without contract adjustments leading to cost overruns and unclaimed receivables, misaligned organizational design with market dynamics, and ineffective HR management. WIKA is advised to shift from construction services to construction management by mitigating potential risks and require contract addendums for any scope changes through contract change orders (CCO).
