Tingginya konsumsi daging sapi oleh penduduk DKI Jakarta dan tidak
adanya populasi sapi potong di DKI Jakarta menjadikan DKI Jakarta sebagai
pasar utama daging sapi (Deptan, 2004). Dalam upaya pemenuhan kelancaran
pasokan daging sapi di DKI Jakarta, terdapat beberapa masalah, antara lain : (I)
masih belum terkendalinya seluruh pemenuhan daging sapi !rnta, secara aman
layak dan sehat; (2) belum tertatanya seluruh jalur distribusi, sehingga
menyebabkan ekonomi biaya tinggi; dan (3) masih kurangnya kelancaran
distribusi pada hari-hari besar, sehingga menyebabkan ekonomi biaya tinggi.
Berdasarkan hal-hal tersebut di atas, maka penelitian ini difokuskan pada
permasalahan, antara lain : (1) masih belum optimalnya ptran kelembagaan di
dalam supply chain untuk memenuhi daging sapi di Kota Jakarta secdara aman,
layak dan sehat, (2) masih belum adanya sistem pengambilan keputusan secara
cepat untuk memenuhi kebutuhan daging sapi di Kota Jakarta. One of the problems faced by Jakarta city is the availability of beef supply,
especially healthy beef, safo and lawful. Jakarta needs logistics network of healthy
heefto develop highly strong mechanism of food.
The pattern and mechanism of livestock supply from the source countryside
and the request of beef consumption by the people of Jakarta is one of the
distribution in che supply chain management of beef in Jakarta. Unfortunately,
until now there is still no beef logistic model which supplies the beef continually
and controlled. However, there is no quick decision making tools available
recently in fulfilling the beef requirements.
The supporting model of the management of beef logistics in DKI Jakarta
consists of three factors which are suplier model, consumer model and focal
company model based on using analysis hierarchi process (AHP) methode to
choose the priority of strategy by using the quality, cost, and delivery (QCD)
indicators. These models are joined in supply chain management and assumption
model to gain the minimum total cost. This formula model was used to count the
minimum cotal cost in the combination of transportation concept, distribution, lint:
system and inventory concept.
