      Analisis Situasi Ketahanan Pangan Sebelum dan Sesudah Bencana Gempa Bumi dan Tsunami di Kota Palu

      Abstract
      Indonesia berada pada peringkat kedua dunia sebagai negara yang tergolong rawan bencana. Kondisi bencana alam di Indonesia dapat mempengaruhi ketahanan pangan dan gizi baik yang bersifat sementara maupun jangka panjang. Penelitian ini bertujuan untuk menganalisis ketersediaan pangan, akses pangan serta konsumsi pangan sebelum dan sesudah bencana gempa bumi dan tsunami di Kota Palu. Data yang diolah merupakan data sekunder dari dinas-dinas terkait di Kota Palu selama tahun 20162020. Hasil analisis berdasarkan produksi bersih. Bencana alam pada September 2018 menyebabkan penurunan ketersediaan energi (dari 465 kkal atau 19,4% menjadi 378 kkal atau 15,7%), protein (dari 18,2 g atau 28,9% menjadi 14,4 g atau 22,8%), dan lemak (dari 30,2 g menjadi 24,8 g), serta skor Pola Pangan Harapan (PPH) ketersediaan (dari 31,6 menjadi 26,3). Setelah bencana alam akses pangan di Kota Palu berdasarkan indikator stabilitas harga mengalami peningkatan harga pangan namun masih terkategori stabil dengan nilai CV (Coefficient of Variance) tidak melebihi 9%. Konsumsi pangan mengalami peningkatan pasca-bencana alam dari 2023 kkal atau 94,1% menjadi 2030 kkal atau 94,4% untuk energi, dan 63,5 g atau 111,5% menjadi 66,0 g atau 116,3% untuk protein. Skor PPH konsumsi mengalami peningkatan dari 79,0 menjadi 82,3.
       
      In terms of disaster-prone countries, Indonesia is ranked second in the globe. Natural disasters in Indonesia can have a short- and long-term impact on food and nutrition security in the country. The goal of this study is to look at food availability, access, and consumption in Palu City before and after the earthquake and tsunami. During the period 20162020, secondary data from linked agencies in Palu City was processed. Natural disasters in Palu City in September 2018 caused a decrease in the availability of energy (from 465 kcal or 19,4 percent to 378 kcal or 15,7 percent), protein (from 18,2 g or 28,9 percent to 14,4 g or 22,8 percent), and fat (from 30,2 g to 24,8 g), as well as the availability of Desirable Dietary Pattern (PPH) scores (from 31,6 to 26,3), according to the results of the analysis based on net production. Based on price stability measures, food access in Palu City suffered a rise in food costs following the natural catastrophe, but was still classified as stable with a CV (Coefficient of Variance) value of less than 9%. Food intake has increased post-disaster, with energy consumption rising from 2023 kcal (94,1%) to 2030 kcal (94,4%) and protein consumption rising from 63,5 g (111,5%) to 66 g (116,3%). From 79,0 to 82,3, the consumption PPH score improved.
