Serat kenaf (Hibiscus cannabinus L.) merupakan serat alam yang berpotensi dikembangkan di Indonesia. Potensinya diukur dari peningkatan nilai tambah, sedangkan peluangnya diukur dari tingginya kesenjangan (90,08%) antara produksi dan konsumsi serat kenaf di Indonesia. Produksi serat kenaf masih sangat rendah di Indonesia, yaitu rata-rata 3,60 ribu ton per tahun. Sementara tingkat konsumsi sangat tinggi, yaitu rata-rata 36,275 ribu ton per tahun. Permasalahan nyata pada penelitian ini adalah rendahnya pasokan kenaf dalam negeri untuk memenuhi permintaan industri pengguna. Hal ini disebabkan oleh masih rendahnya produktivitas serat kenaf. Kondisi ini memicu industri pengguna mengeluarkan kebijakan impor, karena belum memiliki pengetahuan dan informasi bahwa di Indonesia telah ada industri penghasil serat kenaf. Hal ini menyebabkan rendahnya ketersediaan serat kenaf. Jaminan ketersediaan serat kenaf dapat ditelusuri melalui kondisi rantai pasok saat ini yang pada kenyataannya belum terdapat pengelolaan rantai pasok pada jaringan industri serat kenaf. Hal ini sangat memungkinkan terjadinya kelangkaan ketersediaan serat kenaf. Adanya pengelolaan jaringan rantai pasok memerlukan kepercayaan dengan tindakan berbagi informasi (infomation sharing) yang ditangani melalui kolaborasi. Terjadinya fenomena volatily, uncertainty, complexity, and ambiguity (VUCA) di dunia industri, menempatkan kolaborasi pada jaringan rantai pasok sebagai konsep yang dapat mengatasi kondisi industri yang mudah berubah, tidak pasti, kompleks dan meragukan. Kolaborasi yang difasilitasi perangkat platform digital berbasis SPKC adaptif menjadi alat mampu mencapai tujuan efisiensi dan rensponsivitas dalam rantai pasok serat kenaf. Selain itu, platform digital terbukti sangat efektif berperan di era pendemi Covid-19, maka infrastruktur platform digital menjadi sangat signifikan untuk dirancang dalam pengembangan agroindustri serat kenaf.
Penelitian ini bertujuan merancang model rantai pasok cerdas agroindustri serat kenaf. Tujuan utama dikembangkan pada tiga tujuan khusus yang menjawab tiga pertanyaan penelitian, yaitu: (1) Menganalisis nilai tambah dan mengukur kinerja rantai pasok agroindustri serat kenaf untuk merekomendasikan tindakan peningkatan kinerjanya, (2) Merancang model kolaborasi persediaan rantai pasok agroindustri serat kenaf, dan (3) Merancang prototipe sistem penunjang keputusan cerdas adaptif untuk meningkatkan nilai tambah dan kinerja rantai pasok agroindustri serat kenaf.
Penelitian ini menganalisis situasional rantai pasok dengan Soft system methodology (SSM) dari Peter Checkland. Metode pemecahan masalah yang digunakan dalam menghasilkan rancang bangun model rantai pasok cerdas adalah analisis input output nilai tambah BPS, supply chain operation reference (SCOR) v.12, fuzzy analytical hierarchy process (FAHP), analisis akar masalah dengan diagram Ishikawa, web crawling, jaringan syaraf tiruan (JST), fuzzy time series–fuzzy logical relationship (FTS-FLR), model optimasi multi tujuan algoritma speed-constrained multi objective particle swarm optimization (SMPSO), fuzzy inference system (FIS) Mamdani, pareto front optimal, linear programming technique for multidimensional analysis of preferences (LINMAP), dan system development life cycle model waterfall.
Penelitian ini berhasil mendeskripsikan dan memvisualisasikan rancangan model rantai pasok cerdas serat kenaf melalui analisis situasional dengan pendekatan SSM. Penelitian ini juga telah berhasil memberikan gambaran secara utuh mengenai seluruh bagian tanaman kenaf menjadi komoditas produk yang bernilai tambah dalam bentuk pohon industri kenaf.
Model analisis input output nilai tambah BPS menunjukkan peningkatan nilai tambah serat kenaf secara signifikan. Nilai tambah pada jaringan rantai pasok hulu dengan basis analisis lahan 1 Hektar menghasilkan 2500 kg serat kenaf adalah Rp3.370.109,00; dari inti batang adalah Rp25.561.316,00; dari biji adalah Rp2.487.718,00; dan dari daun adalah Rp936.299,00. Analisis nilai tambah serat kenaf pada jaringan rantai pasok antara untuk diolah menjadi kain tenun tradisional adalah Rp130.309.594,00. Pengukuran kinerja rantai pasok dengan model SCOR dan pembobotan dengan FAHP menggolongkan kinerja rantai pasok hulu adalah cukup (79,48%), dan antara adalah baik (84,46%).
Model kolaborasi persediaan dalam bentuk model konseptual telah berhasil dirancang dengan model optimasi persediaan yang mendukung keberadaan model kolaborasi persediaan. Perancangannya difasilitasi melalui information sharing antara jaringan rantai pasok hulu dengan antara (hubungan horizontal), dan jaringan rantai pasok hulu dengan pembeli online (hubungan vertikal). Model optimasi persediaan telah berhasil dibuktikan melalui pseudo code algoritma SMPSO yang dibangun dengan bahasa Java, dan menghasilkan nilai MAPE sebesar 21,44%.
Prototipe platform digital berbasis SPKC adaptif KFiSCA berhasil dirancang untuk mendukung pengambilan keputusan bagi agroindustri dan industri pengguna serat kenaf dengan aplikasi NetBeans IDE 12.0 dengan bahasa Java. Prototipe ini diimplementasi pada smartphone berbasis sistem Android mobile. Validasi telah dilakukan pada prototipe ini menggunakan teknik validasi dengan perangkat user acceptance test (UAT). Hasil pengukuran tingkat kesiapan teknologi (TKT) adalah Level 5 dengan nilai 79,72%.
Pada penelitian ini, model rantai pasok cerdas pada jaringan rantai pasok industri hilir belum dapat dilakukan. Selain itu, penelitian berpeluang dikembangkan secara spesifik pada pengukuran kinerja di bidang kolaborasi persediaan dengan konsep supply chain inventory collaboration operation reference (SCISCOR). Kegiatan pengelolaan rantai pasok serat kenaf yang belum terkait dengan internet of things (IoT) akan dikembangkan pada penelitian Intelligent character recognition (ICR). Konsep ICR akan diterapkan pada pengemasan serat kering kenaf yang ditandai dengan tulisan tangan. Hal ini untuk memudahkan pengguna di jaringan rantai pasok hulu yang peralatannya terbatas, sehingga penandaan dapat dilakukan dengan cara sederhana (complexity reduction). Pada sisi lain dari penelitian ini, isu lingkungan dan produksi bersih merupakan harga mahal yang bersedia dibayar di tingkat global untuk mensubstitusi produk sintetisnya dengan komoditas serat kenaf yang ramah lingkungan, serta berdampak pada efisiensi biaya. Kenaf fibre (Hibiscus cannabinus L.) is a natural fibres that is potential to develop. This potential is measured by an increase in value added, while the opportunity is measured by a high gap (90.08%) between production and consumption of kenaf fibres in Indonesia. Kenaf fibre production in Indonesia remains very low, an average of 3.6 thousand tons a year. Meanwhile, the level of consumption is very high, an average of 36.275 thousand tons. The real problem in this research is the low supply of domestic kenaf to meet the demands of middle stream industries. This is due to the low productivity of kenaf fibre. This condition triggers the middle stream industry to issue import policies because they do not have the knowledge and information that in Indonesia there is already a kenaf fibre producing industry. This situation eventually leads to the scarcity of kenaf fibre. Management of the supply chain network requires trust with acts of information sharing through collaboration. The occurrence of volatility, uncertainty, complexity, and ambiguity (VUCA) phenomena in industrial world results in a collaboration in the supply chain network as a concept that can overcome industrial conditions that are volatile, uncertain, complex and dubious. Collaboration may be facilitated by digital platform devices based on an adaptive intelligent decision support system (IDSS) tool, which is capable of achieving goals of efficiency and responsiveness in the kenaf fibre supply chain. In addition, the digital platform has proven to be very effective in playing a role in current Covid-19 pandemic era, and therefore the design of digital platform infrastructure is subsequently very significant in the development of kenaf fibre agroindustry.
This study aims to design an intelligent supply chain model for the development of kenaf fibre agroindustry. Main objectives were developed in three specific objectives answering three research questions, i.e. (1) Analyzing value added and measuring supply chain performance of the kenaf fibre agroindustry to recommend several actions to improve its performance, (2) Designing a collaborative model of supply chain on kenaf fibre agroindustry, and (3) Designing a prototype of an adaptive intelligent decision support system to increase value added and supply chain performance of the kenaf fibre agroindustry.
This study analyzes the situational supply chain with soft system methodology (SSM) from Peter Checkland. Problem solving methods of BPS added value input output analysis, SCOR v.12, fuzzy analytical hierarchy process (FAHP), root cause analysis using Ishikawa diagrams, web crawling, artificial neural networks (ANN), fuzzy time series–fuzzy logical relationship (FTS-FLR), multi-objective optimization model speed-constrained multi objective particle swarm optimization (SMPSO) algorithm, Mamdani fuzzy inference system (FIS), optimal-pareto front, linear programming technique for multidimensional analysis of preferences (LINMAP), and system development life cycle Waterfall model were used in designing the intelligent supply chain model.
This study succeeded in describing and visualizing the design of an intelligent kenaf fibre supply chain model through situational analysis with the SSM approach. This research has also successfully provides the whole picture of all parts from kenaf plant utilization into value-added product commodities in the form of a kenaf industrial tree.
The value added model with input output analysis of BPS showed significant increases. The value added in the upstream supply chain network based on the analysis and calculation of 1 Hectare land which produces 2500 kg of kenaf fibre is IDR31,290,822; from the core is IDR25,561,316; from seeds is IDR2,487,718; from leaves is IDR936,299; and in the middlestream industry to be processed into traditional woven is IDR130,309,594. Measurement of supply chain performance using the SCOR model and weighing with FAHP classified performance of the upstream supply chain as moderate (79.48%), and the middlestream supply chain as good (84.46%).
A collaborating inventory model in the form of a conceptual model has been successfully designed with an optimization model. The design is facilitated through information sharing between upstream and middlestream supply chain networks (horizontal relation), as well as upstream supply chain network and online buyers (vertical relation). The inventory optimization model has been successfully proven through a pseudo code of the SMPSO algorithm built with Java language, and produced a deviation value of 21.44% by MAPE.
A digital platform prototype based on KFiSCA's adaptive IDSS was successfully designed to support decision making for the kenaf fibre agroindustry and middlestream industry using a NetBeans IDE 12.0 application run with Java language. This prototype is implemented on smartphones with an Android operating system. Validation has been carried out on this prototype using a technique from a user Acceptance Test (UAT) questionnaire. The result of measuring the level of technology readiness (TKT) is Level 5 with value 79,72%.
In this study, an intelligent supply chain model in the downstream industry supply chain network was not conducted. In addition, further research has an opportunity to specifically explore performance measurement of inventory collaboration with a supply chain inventory collaboration operation reference (SCISCOR) concept. Kenaf fibre supply chain management activities that are not related to the Internet of things (IoT) would be developed in an Intelligent character recognition (ICR) research. The ICR concept would be applied to dry kenaf fibre packaging, marked with handwriting. This is carried out to facilitate users in the upstream supply chain network whose equipment is limited, thus marking can be done in a simple way (complexity reduction). On the other side of this research, environmental and clean production issues are expensive costs that will be paid at the global level to substitute synthetic products with environmentally friendly kenaf fibre commodities, which alters their cost efficiency.
