Evaluasi Pengelolaan Dana dan Pemodelan Calon Penerima KJMU di Provinsi DKI Jakarta

Kartu Jakarta Mahasiswa Unggul (KJMU) merupakan program unggulan Pemerintah Provinsi DKI Jakarta di bidang pendidikan. Program ini bertujuan untuk membantu siswa yang memiliki potensi akademik baik akan tetapi berasal dari keluarga tidak mampu agar dapat melanjutkan pendidikan tingkat tinggi. Kenyataan di lapangan ditemukan indikasi terdapat ketidaksesuaian penerima KJMU dengan kriteria yang ditetapkan Pemerintah Provinsi DKI Jakarta.
Salah satu cara untuk mendeteksi ketidaksesuaian penerima adalah dengan melihat pola penggunaan dana para penerima KJMU. Penelitian ini diawali dengan melakukan survei kepada 354 penerima angkatan tahun 2016 sampai 2018. Berdasarkan hasil survei, pengeluaran para penerima KJMU melebihi besar penerimaan yang diterima. Bahkan pengeluaran untuk pendidikan berada di posisi ke 5 dari 7 jenis pengeluaran yang diteliti. Penerimaan dari sisa dana KJMU hanya mencukupi 64,5 % pengeluaran utama. Analisis lebih lanjut terhadap pemahaman profil penerima KJMU dilakukan menggunakan metode penggerombolan TwoStepCluster. Dari tiga gerombol yang terbentuk, gerombol 3 merupakan penerima KJMU paling mandiri. Hal ini dicirikan dengan penerimaan dan pengeluaran terkecil, mayoritas tidak memiliki uang saku dari Orangtua/Saudara akan tetapi mempunyai pekerjaan sampingan dan paling banyak memiliki barang elektronik penunjang belajar.
Akar permasalahan dari masih banyaknya peserta penerima KJMU yang tidak sesuai dengan kriteria adalah di tahap seleksi awal calon penerima KJMU. Hal ini diatasi dengan membuat model klasifikasi terbaik. Jumlah penerima KJMU yang minoritas dibandingkan dengan jumlah penduduk di DKI Jakarta kelahiran 1997 sampai 2000 akan menyebabkan masalah data dengan kelas tidak seimbang dalam pembuatan model klasifikasi. Penelitian ini membandingkan antara metode Pohon Klasifikasi dan EasyEnsemble untuk mencari model yang paling sesuai. Metode klasik Pohon Klasifikasi dikenal dengan kemudahan interpretasi, akurasi relatif tinggi dan waktu komputasi cepat akan tetapi model ini mensyaratkan kelas yang seimbang. Oleh karena itu teknik undersampling ditambahkan ke metode ini. EasyEnsemble dirancang untuk menangani dengan kelas tidak seimbang dan merupakan kombinasi antara UnderBagging dan ADABoost. Hasil penelitian menunjukkan bahwa EasyEnsemble merupakan metode terbaik dengan skor F1 tertinggi pada pemodelan dengan iterasi 10, 50 dan 500. Peubah yang mempunyai peran paling penting dalam pembentukan model adalah jenis dinding terluas rumah tinggal, cara memperoleh air minum keluarga, jenjang pendidikan tertinggi yang sedang/pernah diduduki dan ijazah tertinggi kepala keluarga. Kartu Jakarta Mahasiswa Unggul (KJMU) is the flagship program of the DKI Jakarta Provincial Government in the field of education. This program aims to help students who have good academic potential but come from underprivileged families to continue to higher education. In reality there are indications that KJMU recipients are mismatched with the criteria set by the DKI Jakarta Provincial Government.
One way to detect the mismatches of recipient criteria is to look at the patterns of KJMU beneficiary use of funds. This research began with conducting a survey of 354 recipients from the year of 2016 to 2018. Based on the survey results, the expenditure of KJMU recipients exceeds the amount of income received. Even education spending come in 5th out of 7 types of expenditure studied. The income from the remaining KJMU funds is only sufficient for 64.5% of the main expenses. Further analysis of the understanding of the KJMU recipient profile was carried out using the TwoStepCluster clustering method. The optimal group formed is 3. Of the three groups formed, cluster 3 is the most independent KJMU recipients. They are characterized by having the smallest allowance from the remaining KJMU funds, the smallest expenditure, the majority do not have pocket money from parents / siblings but have a side job and most of them have electronic devices as learning support.
The root of the problem from the large number of KJMU recipient participants who do not comply with the predetermined criteria is in the initial selection stage of KJMU recipient candidates. This can be overcome by making the best classification model. If the number of KJMU recipients is minority compared to the population in DKI Jakarta born 1997 to 2000, it will cause imbalanced data problems while making classification models. If this problem is not resolved then it will create an accuracy paradox because the predictions will always lead to a major class. This study compares the Classification Tree and EasyEnsemble methods to find the most suitable model. The classical classification tree method is known for its ease of interpretation, relatively high accuracy and fast computation time but this model requires a balanced class. Hence the undersampling technique was added to this method. EasyEnsemble is designed to deal with unbalanced classes and is a combination of UnderBagging and ADABoost. The results showed that EasyEnsemble is the best method with the highest F1 score in modeling with 10, 50 and 500 iterations. The variables that have the most important role in model formation are the house widest wall type, how to get drinking water in household, the highest education level occupied / previously occupied and the highest diploma of the head of family.
