Abstract: In the dynamics of human life, regional identity becomes very important to be identified and analyzed. If each region recognizes its benefits and characteristics as declared cultural element identities, these regional identities will become more meaningful of its value. A regional identity will be an icon that can describe the phenomenon and dynamics of community life as a whole to be utilized as an ecotourism resource (Swapraja of Miomaffo, Insana and Biboki). Hence, the purpose of this study is analytical of regional identity utilization for ecorural tourism potentials in Timor Tengah Utara District. Approximation method are done phenomenology. The perspective optimization of regional identity utilization are done by adopting one score one criteria scoring system method, proposed by Avenzora; which is developed throught the elaboration of questionnaire series to collect data and evaluate any variables of cultural elements. In various criteria (being unique, being still known, being still used, being still entrenched), the results of studies showed that the seven cutural elements that would be utilized to become a regional identity belonged to the positive dimension or above the average value of 4. Based on this result, the various cultural elements of the three Swaprajas are feasible and potential to be used as a regional identity for the development of rural ecotourism in North Central Timor District. The strategy applied in this research was aggressive strategy by optimizing various perspectives, namely: 1) the perspective of regional development, 2) socio-cultural perspectives, 3) technical perspectives and ecotourism activities, as well as 4) marketing perspectives.
