In some cases, nurse scheduling is conducted manually by either the hospital manager or head of nurse. With this way, it may occur that some scheduling regulations for the nurses are not accommodated. The primary objective of this paper is to model the nurse scheduling problem in the form of non-preemptive goal programming framework, where the key feature under consideration is the arrangement of the day-offs. We distinct the day-off between a (pure) day-off, where nurses get 24 hours for rest, and a free-time, a non-full-day rest which can be gained after a night shift in the day before. We also consider an occasion where some units in the hospital are off in several certain days. Our model is then implemented in the nurse scheduling of Permata Bekasi Hospital. Solving by Lingo 11.0,it is shown that almost all of the hospital regulations are satisfied.id
