Abstract: The population of southern bluefin tuna (SBT, Thunnus maccoyii) has been exploited on a large scale. It is caused by several factors, one of which is the use of fishing gear that is not environmentally friendly. This study was conducted to analyze the rules of fishing gear policy in the CCSBT convention, to analyze the process of applying circle hook technology in catching southern bluefin tuna, and to establish the implementation strategy of circle hooks technology in Indonesia tuna fisheries. The data collection of this study was conducted by getting information directly from the stakeholders that related to the implementation effort of circle hook in Indonesia, search of information on official website (internet surfing), and literature. The type of data analysis used a normative juridical analysis, and the pattern of circle hook implementation strategy was identified by using SWOT analysis. CCSBT convention does not regulate the type and the use of fishing gear. CCSBT manages the southern bluefin tuna through predefined rules in convention, which is about the establishment of the number of vessels operating and fishing quota system. The migration of SBT that move in every phase of spawning lead the CCSBT to hand the rule of fishing gear to the members’ national rule based on the criteria of maritime countries passed by SBT migration. The circle hook technology got a good responses by CCSBT and Indonesia, but the application rules have not been ratified yet. The proposed strategies to implement the circle hook in Indonesia tuna fishery are by (1) optimizing the working relationship between the government and WWF Indonesia in supporting the conservation of responsible fisheries resources, and (2) utilizing the partnership opportunities between the government, WWF Indonesia, and the private sector for procurement circle hook.
