Abstract: Social movement for protecting the environment rarely end up with win situation for the community. This study analyzes the achievement of Sukolilo community against the establishment of a cement plant from the point of view of its causal factors, social capital, and stages of the movement. The research carried out by combining the qualitative and quantitative approach of study. The results showed that factors that lead to the emergence of the movement are loss of agricultural land, water resource degradation, ecological destruction of karst mountain, government policies that are not compatible with law, and further its downstream social impact to the community. Strong social capital with its extensive networks, trust and norms are key success of the movement. The movement started from building trust and networks, generating awareness among local community, network expansion, lobbying, advocacy, demonstration, struggle at local state court, until to the Supreme Court that decided local community as the winner (2013).
