Abstract: Indonesian government through the Presidential Instruction No. 01/2010 on The Acceleration of The Implementation of National Priorities and Presidential Regulation No. 10/2011 had supported fishermen in the implementation of the acceleration of development in 2010. One of the programs was giving aid as many as 1000 fishing vessels for fisherman. Until 2013, there had been built 208 Inka Mina fishing vessels, distributed in all regions in Indonesia. This research aimed to know the technical aspects of Inka Mina fishing vessels, the working pattern of Kelompok Usaha Bersama/KUB (a kind of joint venture group of fisherman) in operating fishing vessel and find out the utilization of the government assistance for the fishermen based in PPP Tegalsari, Tegal and PPS Cilacap, Cilacap, Central Java. Descriptive-comparative methods were used in this research. The results showed that specification of Inka Mina were clasified to fishing vessels category by Iskandar and Pujiati, 1995. The establishment of a KUB submitted to KUB leader and the search financier or financier also is the responsibility of each KUB. Inka Mina fishing vessels that have bee given to fishermen in PPP Tegalsari and PPS Cilacap can be used by some modifications such as repeated deck laminating, exented sheer, fix the hatch cover and its wall, rearrange a cooling system, taking away a part the deck of a ship that is considered poorly functioning, setting up room of fishing gear, added bilge keels, and fix the lighting system as an auxiliary system in fishing process. In Cilacap, based on several reasons, fishermen changed fishing gear that was initially longline to gillnet.
