Abstract: Utilization of scad fish resources in the City of Ambon Waters continues to increase and has an impact on the decline in the catch per effort (CPUE). This study aims to determine the conditions of utilization of scad fish resources, to assess the rate of depreciation, to analysis fisherman walfare and determine resource management policies of scad fish resource. Method of analyses include bioeconomic analysis, analysis of the rate of degradation and depreciation coefficient, dynamic analysis, analysis of producer welfare, and fisheries resource management policy determination using the Analytic Hierarchy Process (AHP). The results showed that utilization of scad fish resources in the City of Ambon Waters has experienced biological and economic overfishing. Maximum economic rent is achieved by reducing the effort of 192,318 trips per year to 24,563 trips per year. In order to obtain maximum economic rent for Rp.10.789 million. Scad fish resources in the City of Ambon Waters indicated experiencing degradation and depreciation with an average degradation rate coefficient of 0,57 and a coefficient value of 0,85. Simulation of dynamic models based on degradation and depreciation indicates that the degradation of the scad fish resources in the City of Ambon Waters triggered by effort, and profit, which leaded to overfishing. The average value indicates a decrease in producer surplus each year, the welfare of total scad fish fishermen tends to decrease ranged Rp.1.360 million to Rp.3.669 million per year, or an average of Rp.1.791 million per year. Analysis of resource management policies in the City of Ambon Waters showed that aspect of fish biology has the highest score (0.419), the actor who has the highest score is the government (0.503), the next highest priority that has the highest influence is sustainable fisheries resource utilization of (0.729) and utilization of alternative noting biological aspects of fish resources with a score of (0.538). The results of this analysis can be used as main priority in policy for planning sustainable management of scad fish resources in the City of Ambon Waters.
