Abstract: RW 02 IKIP Lecture’s Housing Complex in one of the housing areas in Jatiasih District that has been affected by flood. As flood water had brought loss to the society, it takes effort to restore the residential neighborhood, to minimize the effect of flood in the future. The purposes of this study are to identify the characteristic of respondents, to estimate the economic loss, to estimate willingness to pay for environmental improvement, and to identify the factors that influence willingness to pay for the environmental improvement. This study used four methods of analyses, namely: (1) descriptive analysis, (2) damage assessment analysis, (3) willingness to pay analysis, and (4) multiple linear regression analysis. The result showed that the impact of flood in RW 02 IKIP Lecture’s Housing Complex are the disruption of activity, public health, income losses, the damage on houses and household furniture also the decreasing of housing environmental condition. Total estimated of economic loss of the society in RW 02 IKIP Lecture’s Housing Complex by flood in January to February period 2014 was as much as IDRRp1,055,129,468.20. The mean value of willingness to pay for 95 respondents, who are willing to pay for environmental improvement is IDR26,736.84 per month per household. Factors that influence the willingness to pay were education, family dependent, income, housing status, and flood elevation.
