Abstract: Human Development Index (HDI) is an indicator used to measure one aspect of the development outcomes of the government, namely the degree of human development. Human Development Index has 3 elements, economic, health, and education. This research will discuss about how the relationship of the Human Development Index value in every district and city in West Java with the budget for the sector of economic, health, and education, as well as will be seen also how the correlation of each budget sector by components of the HDI. At first to see the relationship with the HDI used the percentage of the budget but in fact the correlation is small enough, then the percentage of the budget is replaced with budget in rupiah. Furthermore combining district and city areas in the calculation also affects the correlation value; when combined, the correlation value between budget and HDI is negative. The same thing happens to the corrlation between budget and HDI components. In addition, the scatterplots show that districts and cities has its own pattern of clusters so that the cities which have high HDI values are separated from the calculations to see if it affects the value of the correlation. 6 Correlation values obtained in the calculation indicate that the budget is related to HDI values of the districts and cities in West Java.
