Abstract: Ornamental coral transplantation is an effort from the government in order to rehabilitate the reefs and improve the livelihood of the people in Pulau Panggang Village at the same time. The purposes of this study is to identify the surrounding reef condition, characteristics and point of view of the fishermen, type of the management being run and the role of each of stakeholders and its problems. Results show the condition of the reef is categorized as fair and seen as an ideal location of such activity. There were 12 species of corals out of 15 that are being transplanted found adjacent to the transplantation area. The type of management has been identified as in the stage of consultative, but has yet to be properly managed. National Park and PERNITAS has been identified as the key-players in the management and both possesses a crucial role. Stakeholders did not act accordingly with the rules and there were much to resolved in order to fulfill what was supposed to be a promising prospect. One such example was the wrangling between the fishermen and their parner-companies which engineered the current poor management.
