Title: Development strategy for leading subsector in Cianjur Regency.

Abstract: Economic growth and it’s sustainable process are the main conditions for the sustainable of regional economy development. Implementation of development with limited resources as it’s consequence should be focused onsectors that provide a large multiplier effect onother sectors or the economy as a whole. Cianjur District Government needs to undertake regional development policy priorities in order to be able to meet the regions plan, budget and expenditure policies. Policy prioritization can be achieved either by determining the priority sectors or key sectors, as well asseeing the growth and development. This study employed methods: Scalogram, Location Quotient (LQ), Shift Share Analysis (SSA), Quadrant analysis, Strenghts Weaknesses Opportunities and Treaths (SWOT) analysis and Road map strategy. The analysis showed that there was inequality of development between regions in Cianjur, where the northern Cianjur region is more complete in the availability of economic, social and governance than the central and southern regions, it needs to get more attention from the local government, as for the leading sub-sector is the livestock sub-sector, because it has a comparative and competitive advantage than other sectors as well as in line with the policy of both the central goverment and provincial level. Through SWOT analysis and strategy road map prepared 14 alternative strategies and development programs and activities in the livestock subsector.
