Title: The Regional Development Study of Sukabumi City

Abstract: In regional development process, Sukabumi city is quite successful in increasing the rate of economic growth, but get problem in the distribution of development between sub-districts. Disparity of sub-districts allegedly due to the changed of administrative boundaries that the new districts which are joined recently have not similar development with the old districts. Disparity between regions can cause lagging or underdeveloped areas which if not properly handled through government policy, can cause various problems that can obstruct the development of the area itself. Therefore need a study and identification of the policy directives of regional development. It is important in the formulation of regional policies to create equitable development in order to develop Sukabumi City. Based on the issue formulation, the study aims to: (1) analyze the level and the decomposition of regional development disparities in Sukabumi City, (2) identify potential economic sectors in each sub-district in Sukabumi, (3) determine the level of economic development and their hierarchy in each subdistrict in Sukabumi, (4) Find out the stakeholder’s perception on regional development priorities of Sukabumi, and (5) reviewing regional development policy directives in Sukabumi. Data used in this study are primary data and secondary data. The primary data obtained through interviews and questionnaires to the respondents/stakeholder, while secondary data include: (1) Potency of villages (PODES) in 2011, (2) GDP, and (3) Administrative of Region Map. Data obtained from Bappeda Sukabumi, the Central Statistics Agency (BPS), and other relevant department/agency/authorities. Analyzing methods used are the Williamson index and Theil index for decomposition and determines the level of disparity, LQ and SSA to identify potential sectors of the economy, Entropy and schallogram to determine the level of development of the region, the AHP to determine priorities for regional development and descriptive method to determine the regional development policy directives of Sukabumi. Based on the disparity analysis, there are regional disparities in Sukabumi at a medium level/uneven. Even, in the period 2007 to 2011 the level of disparity in Sukabumi has increased. This means that the development has been done so far has not been effectively create equity between regions in Sukabumi. To overcome this problem, it is necessary to arrange regional development directives based on the potential of economic sector and level of development of each region. Based on the analysis of LQ is note that each districts in Sukabumi has a basic sector. Based on the SSA analysis is note that Sukabumi has rapid growth in the Construction and Building Sector, Tradings, Hotels and Restaurants Sector, and Transportations and Communications Sector. With the regional development analysis is note that Baros, Cibeureum and Lembursitu districts are the area that need to be prioritized to be developed because these three regions have the lowest level of development and underdeveloped. Directions of regional development policy of Sukabumi should be done according to the level of regional development which are divided into a node and its hinterland. Both of these two regions should be directed to the mutual interaction, which enhances the development between regions in Sukabumi. The results of the analysis and synthesis of LQ and SSA are used to determine the potential of leading economic sectors aimed to the development of the agricultural sector so that the development in Sukabumi maintaining a balance of ecological / sustainable development.
