Abstract

The purpose of this study is to analyze the effect of Local Economic Governance and regional finance on the district/municipality economic performance in Central Sulawesi, and to analyze the process of planning and budgeting of APBD in Donggala and Palu using secondary data obtained from Central Bureau of Statistics of Central Sulawesi and the Directorate General of Fiscal Balance. Primary data comes from questionnaire and interview on SKPD, legislators and academics in Donggala and Palu. The regression method is used to analyze the factors that affect the economic performance of districts /municipality in Central Sulawesi, and to analyze the differences in the process of planning and budgeting of APBD in Donggala and Palu, Chi-Square test is used. Results of the analysis showed that in order to improve the performance of the regional economy (increase in GDP per capita, unemployment decreasing, poverty reduction) can be done through the best Local Economic Governance, such as the better condition of street lights around the place of business, faster electrical repairs, faster of improvement fresh water supply, Private Sector Development Program (PSDP) and credit application training undertaken by the PSDP to be increased to provide benefits for businesses. Economic growth and GDP per capita in Palu relatively high compared with the Economic Growth and GDP per capita in Donggala. However, the influence of an increase in capital expenditures in Donggala on Economic Growth and GDP per capita is higher than Palu. Although Donggala growth and GDP per capita is lower than Palu, but very large in decreasing on unemployment and poverty, and the percentage of high capital expenditure. This is caused by the better Local Economic Governance, which also supported by other factors, namely the planning and budgeting process, especially in the budget priorities indicators are relatively good in Donggala. Donggala unemployment is lower than Palu. This is because economic governance and budget priorities are better in Donggala although the investment still remain less than in Palu. Donggala poverty is higher than Palu. However, because the allocation of capital expenditures in Donggala relatively larger as well as local economic governance is also better than in Palu, the poverty reduction in Donggala is higher than in Palu. In the process of planning and budgeting, Donggala is better than Palu, especially in budget priorities determining, namely the lack of new extra allocation priorities. Donggala better in planning and budgeting process is not only shown in the budget priority indicators, but also in other indicators, although there is no statistically significant.
