Abstract: Human resources of organization is a vital asset because of its role in the implementation of the strategy is very important, which is the subject of implementing organizational strategy. They have potential as ideas, thoughts, experties, feelings, desires, educational background, age, sex and various other things that heterogeneous, which if their potentials brought into an organization can be utilized and optimized in carrying out the work to achieve organizational goals. One of the things that must be considered in the implementation of the work, namely the achievement of good performance, accordance with the applicable performance standards and desired by the organization, and in accordance with the vision and mission of the organization. However, that all the civil servants can achieved the desired performance, many factors that can influence it,such as leadership styles, organizational culture, compensation, motivation, work climate, organizational commitment, and so forth. This study will only discuss about leadership styles and organizational cultural factors that may effect the performance of the civil servants. The appropriate leadership style to the situation and condition of the organization, civil servants will be more excited in performing their duties and obligations as well as having their needs fulfilled expectations. Good and condusive organizational culture to an organization can aslo affect the civil servants in their activities as well as directly affecting their performance. This research was done at Local Government of North Padang Lawas, North Sumatera. In this research, the subject was all local government civil servants of North Padang Lawas, North Sumatera. The technique of samples used was cluster purposive sampling so that the sample in this research was 38 clusters (SKPD) in which of every clusters were taken as the sample. Data analysis in this research used SEM method (Structural Equation Modeling) by using LISREL program. From the analysis result structural research models, it could be concluded that leadership styles influenced the performance positively and significantly. Organizational cultures influenced both the leadership styles and performance negatively also unsignificantly. It meant that the higher leadership style, the better performance would be and vise versa. However, the organizational cultures, will not give significant effect on both leadership style and performance.
