Revitalization of the sugar mills is one of the key factor to achieve sugar self-sufficiency. Cepiring Sugar Factory (PG Cepiring) which newly revitalized in 2008 become a mainstay to achieve sugar self-sufficiency in Central Java. Since revitalized, PG Cepiring has not been able to fulfill the production target from companies and the government. This case indicates that the factory has an inefficiencies problems in manufacturing operation. The aim of this research is to analyze the influence of production factors on sugar production, and analyze the allocative efficiency of sugar production factors in PG Cepiring. Data were analyzed using the model of Cobb-Douglas production function that is processed with OLS estimation (Ordinary Least Square). Allocative efficiency analysis performed by using the ratio of NPM and BKM. Based on the analysis, variables that significantly affect to sugar production is raw sugar, raw sugar yield, the amount of sugar cane, and cane yield in sugar cane milling season. On the other side, the most significant variables outside the miling season are yield of raw sugar and raw sugar. The result of this analysis also showed that PG Cepiring would be more efficient to processing raw sugar than processing sugar caneen
