| Abstract: | Teacher profession is one of important professions in national development especially in education development. The demand of society developing and changing era of globalization causes the teacher to be a mainly focus in development education. Teacher should be professional in doing his job in order to provide optimal performance. Professional teacher is teacher who masters the four competencies which he/she should have. Teacher’s competencies are include pedagogy, professional, personality and social competence. The optimal teacher performance can be achieved, if the teacher has professionalism and an appropriate strategy which is set out to achieve optimal teacher performance improvement. In order to achieve optimal teacher performance at the private high schools in Pekanbaru, there are still a number of problems faced by the private high schools and Depatrment of Education Office in Pekanbaru which are related to teacher performance. The problems are as follows: there are still teachers have not mastered yet the teacher’s competencies optimally, especially pedagogical and professional competence, it is because there are still teachers who are not so able yet to develop curriculum which is often changed into a syllabus and lesson plan form; it is not all schools have yet complete facilities and infrastructure to support the successful implementation of quailified learning process, they are still limited; the issue of teachers' welfare and supervision/monitoring of the school principal, especially in the implementation of supervision should be improved and carried out for all teachers. Teacher professional development is not implemented yet by all teachers, it can be done by scientific papers, reviewing books and art subjects. However, it is not all teachers have a capability to do it yet. Based on this situation, the private senior high schools in Pekanbaru should improve their teachers’ performance in order to achieve qualified shools which produces qualified and excellent graduates. The aims of this study are to analyze or review strategies for improving teacher performance which are appropriate to be implemented to private senior high schools in Pekanbaru and formulate alternative strategies for improving teacher performance which are appropriate to be implemented to private senior high schools in Pekanbaru. This research was carried out at private senior high schools teacher in Pekanbaru. This research method used AHP Model (Analytical Hierarchy Process) with software of Expert Choice 2000 as an approach to look at the structure and priority strategy alternative. The results showed that the priority strategies for improving teacher performance which are appropriate to be implemented to private senior high schools in Pekanbaru were to optimize the function of school principles leadership with supported by complete learning facility. The main factors affecting the improvement of teacher performance of private senior high schools in Pekanbaru were professional and pedagogic competence in which both of them were very important and related to learning process activity. The main actors who had important role for improving teacher performance were school principal and teacher himself. School principal focused on leadership function while teacher focused on his qualified learning activity. The main priority goal which was wanted to be achieved was to improve the qualified learning process. The qualified learning process will be achieved if the teacher has optimal performance. The qualified learning process produces qualified learning. The managerial implications that can be implemented by private high schools or their foundations and Department of Education Office in Pekanbaru in order to improve the performance of private high school teachers in Pekanbaru are select and appoint the school principals whose capability in managerial and leadership skills, especially on skills which are related to supervisor, motivator and manager, this is because of the weight and complexity of the tasks which should be carried out by the school principals in the era of globalization followed by the rapid development of information and communication technology; improve teacher competencies, mainly professional and pedagogical competence; improve the quality of the learning process to achieve qualified graduates; and implement the priority strategies of improvement of teacher performance by optimizing the functions of principal leadership with providing the complete learning facilities. |
