Abstract: Micro, Small, and Medium Enterprises (MSMEs) have significant contribution to Indonesian economy. Most of them have limited capital access to expand their business. Rural bank (BPR) as one of MFIs have potential to distribute credit with less requirement. Rural bank (BPR) faces moral hazard problems from MSMEs that could threaten its financial sustainabilities. This study analyzed the impact of credit from rural bank (BPR) to development of MSMEs based on business turnover indicator by OLS (Ordinary Least Square) method, while factors that affect MSMEs to conduct moral hazard was analyzed by logistic regression. The analysis showed that credit from rural bank (BPR) had positive influence and increased MSMEs business turnover about 70.88% per year. Factors that affected the development of the business turnover were education, loans, benefits, years of business, and number of employees. Meanwhile, factors that affected MSMEs to conduct moral hazard were dummy of having credit from bank, frequency of loan, savings, and distance to rural bank.
