Abstract: Regional Development Bank is agent of development that expected to contribute to regional development, especially to improve investment, projects of regional development, and Regional Based Income. Increasing the role of Regional Development Banks are implemented to BPD Regional Champion by Bank Indonesia (the Central Bank of Indonesia), that BPD could operate in best practice and efficient. The result of estimation Stochastic Frontier Analysis with time invariant inefficiency model approach and time variant decay model approach show that only two BPDs are efficient, eleven BPDs are efficient enough, twelve BPDs are less efficient, and only one BPD is not efficient. BPD which not efficient is BPD Sulawesi Utara
