Abstract: In this era, Government, both central and local, is expected to be accountable, competitive, transparent, hospitable, and performance improvement oriented. Therefore, the factor of human resources (HR), civil servants (PNS), is the key to success. PNS job satisfaction is one of very important factor to obtain an optimal performance. When a person feels satisfy in his work, then the work will be done with a responsible spirit. But in fact, in Indonesian, civil servant job satisfaction has not reached to the maximum level. Besides job satisfaction, other factors that affect the performance is the role of leadership. At a government organization, success or failure in the performance of duties and governance, influenced by leadership and supported by adequate governmental organization capacity. To implement regional autonomy, Jakarta Provincial Government through the Department of Communication, Informatics and Public Relations of Jakarta specifically addressing one of the aspects of human resource management (HRM) in order to improve performance. So, it is necessary to determine the role of job satisfaction and leadership in improving the performance. Based on these problems, the aims of this study are: (1) to analyze the effect of job satisfaction and leadership role on the performance of civil servants (PNS) in the Department of Communication, Informatics and Public Relations of Jakarta, (2) to analyze the indicators that reflect the dominant job satisfaction, leadership role and performance of civil servants (PNS) in the Department of Communication, Informatics and Public Relations of Jakarta. Research takes the Department of Communication, Informatics and Public Relations, City Hall as the sample. The method used is purposive sampling method. The number of samples in this study is 70 civil servants. Data analysis uses SEM (Structural Equation Model) with the approach of PLS (Partial Least Square). Based on the analysis conducted on the two models of research, it is known that the role of leadership has a positive effect on employee performance directly. Then, the role of leadership also has a positive effect on job satisfaction. Thus, it can be interpreted that there is no direct influence between a leadership role on employee performance through job satisfaction.
