Abstract: Poverty and food security have become problems in the agricultural development in Bogor Regency. Food Self-sufficient Village (DEMAPAN) is one of government’s programs to prevail over these problems. However, it is indicated that the program has not been implemented approprietely due to the lack of advocacy. Thus, this study aims to (1) identify roles of involved stakeholders in DEMAPAN, (2) describe process of advocacy conducted by stakeholders in the implementation of DEMAPAN, and (3) formulate appropriate strategy of advocacy in order to succeed DEMAPAN. This is a case study of DEMAPAN in Tegalwaru Village, Ciampea District, Bogor Regency that has been implemented since 2010. In depth interview was conducted to 14 stakeholders who are responsible for DEMAPAN. Roles of stakeholders as well as the implementation of DEMAPAN are analyzed qualitatively. In addition to that process of advocacy of DEMAPAN in term of how the programs is communicated among stakeholders, it is also analyzed through Qualitative Social Network Analysis (SNA). Result shows that the majority of stakeholders have accomplished their functions to conduct socialization, mentoring/facilitating, establishing institutions, monitoring and evaluation. Process of advocacy includes socialization, coordinations and programs synchronizations has not been well-implemented. As a result, there has been a lack of understanding regarding to general and specific guidance of the program implementation, particularly in the level of District and Village. Based on SNA, it is suggested that there should be an establised institution with sufficient human resources in Bogor Regency that is responsible for Food Security Programs. In order to optimalize functions of the Program Facilitator, there should be sufficient supports from the government to provide program facilitators specified for DEMAPAN.
