Abstract: Bureaucratic reform that leads to advanced change, requires effectively and efficiently human resources. Role of Selection and Breeding Sub Division in Center for Plant Conservation Bogor Botanical Gardens Indonesian Institute of Sciences is important because it is one of contributing factors to other sub divisions in order to coordinate related to preservation of plants life cycle so that every activity goes smoothly. Workload analysis needed to obtain employee on proportional workload as of 13 employees. This study aims to (1) Identify main tasks and functions of Principal of Selection and Breeding Sub Division. (2) Analyze working time usage (productive and unproductive) as well as personal time of Principal of Selection and Breeding Sub Division. (3) Analyze number of ideal employee needs of Selection and Breeding Sub Division based on workload analysis. Information comes from primary and secondary data. Primary data includes interview and direct observation using work sampling method. Meanwhile, secondary data is obtained by book, essay, thesis, journals, internet, and data of Center for Plant Conservation Bogor Botanical Gardens - Indonesian Institute of Sciences. Sampling method uses probability sampling with census technique. Analysis tool used in estimating ideal employee needs is working time and full time equivalent (FTE) technique. The results obtained are (1) Main tasks and functions analysis of Principal of Selection, Breeding, and Seeds Unit. (2) Working time usage. Productive and unproductive working time as of 13 employees and called P1 to P13. The highest productive level is employee P7 as of 81.21% as well as unproductive level is employee P6 as of 30.71%, both is in Breeding Sub Division. (3) Workload estimation. Selection and Breeding Sub Division already has number of ideal (Right Size) employee as of 13 employees. Its average value of FTE is 1,07 that is in acceptance range 1 to 1,3 (fit).
