Abstract: The local government employees’ performance illustrates certain attainments in the local government goals, both in terms of quality as well as quantity of works accomplished in performing their duties. The objectives of this study were: (1) to identify factors affecting those officials’ performances, (2) to investigate such factors’ effects on those officials’ performances in realizing the good governance, (3) to disclose the extent of relationships amongst such factors in implementing the good governance, and (4) to formulate a strategy for enhancing those officials’ performances in governing the district of Talaud Islands. This research was conducted in Talaud Islands as an ex post facto study. A stratified random sample was selected from a population of government employee sized 234. Data were collected through interviews using structured questionnaires and observations from December 2011 through January 2012. The data obtained were analyzed using the Structural Equation Model (SEM) procedure with LISREL program. The findings pointed out that: (1) the government employees’ characteristics, competencies, motivations and work climate affected their performances, (2) improvements of their certain characteristics, competencies, motivations and work climate enhanced their performances, (3) their characteristics, competencies, motivations and work climate were mutually correlated, and (4) their performances affected their perceptions on implementing good governance in the district of Talaud Islands
