Abstract: The size of the small island and the isolated location by the sea are related to the limited supply of the land resources and the accessibility to the surrounding islands. The problem of the small islands are generally related to the difficulties to get the supply for living and various facilities needed for development, coming from inside and from outside of the small islands. To solve the problem, it needed a spatial approach model, and one of the approach model is island cluster model. The design of this model focus to the effort of the levelization of the population in order to reach the balance between Ecological Footprint (EF) and Bio Capacity (BC), by the interaction proses among the islands in the research area. Based on the design on the model mention above the aim of this study is to know the implication of the island cluster model in the development of the archipelago in Western part of Southeast Maluku Regency, which stratified in macro, messo, and micro level. The results shows that in macro level, the mechanism of the islands cluster model can reduce the gap of GDP growth, in messo level can reduce the un employment, and in micro level can extend the sustainability length of time of each small islands in the study area.
